We are seeking a highly experienced Change Manager to join a large-scale government digital transformation project.

This initiative focuses on building a centralized, web-based platform to improve data collection, automate key processes, and enhance real-time decision-making. The system will integrate with external databases and support data-driven improvements across departments. It’s a meaningful opportunity to modernize public services through smart technologies.

The expected involvement in the project is approximately 6 months, distributed across the 2-year duration of the project implementation. Engagement intensity will vary depending on the project phase

Responsibilities:

  • Conduct organizational assessments to identify change needs, risks, and resistance points across departments;
  • Develop a comprehensive Change Management Strategic Plan aligned with the project’s implementation goals;
  • Design and execute stakeholder engagement and communication strategies for both internal and external stakeholders;
  • Implement resistance management strategies and lead efforts to foster collaboration and cohesion during the transition;
  • Design and oversee training programs to ensure staff and stakeholders can adopt new systems and workflows;
  • Monitor and evaluate change management effectiveness through measurable KPIs, ongoing feedback, and adjustment mechanisms;
  • Promote cultural transformation toward adaptability, innovation, and continuous improvement;
  • Maintain detailed reporting and documentation on change activities and progress.

Requirements:

  • Proven experience in managing change in large-scale public sector digital transformation projects, preferably in education or government contexts;
  • Strong expertise in designing and executing complete change management strategies (communication, training, resistance handling, etc.);
  • Strong stakeholder engagement and interpersonal communication skills;
  • Experience with monitoring and evaluation of organizational change and impact;
  • Familiarity with education systems and government structures in developing countries or small island nations is a plus;
  • Ability to produce professional documentation and reports for high-level stakeholders;
  • English proficiency: Upper Intermediate or higher.
